Context

Public regulatory processes often involve multiple actors, technical requirements, and decision stages that are difficult for non-expert users to understand.

In this case, the authorization process required by the Superintendence of Electricity and Fuels (SEC) includes several steps, validations, and possible outcomes, making it complex to communicate clearly.


Challenge

How to transform a multi-stage regulatory process into a clear and understandable narrative for different audiences?

The original process was:

  • fragmented
  • difficult to follow
  • highly technical

Approach

I approached the problem by focusing on structure before design.

First, I identified:

  • the key stages of the process
  • the actors involved (applicant vs SEC)
  • the decision points
  • the possible outcomes

Then, I translated the process into a visual system based on:

  • sequential flow (left to right)
  • clear separation of responsibilities
  • visual hierarchy of stages
  • consistent iconography to guide understanding

Insight

Complex processes become understandable when people can see them as a sequence of decisions and states.

Instead of presenting information as text, the process was reframed as a narrative flow, where each step answers a simple question:

Solution

The result was a structured visual model that:

  • organizes the full process into clear stages
  • separates roles and responsibilities
  • highlights decision points and outcomes
  • allows users to understand the system at a glance
